THE DEVELOPMENT PARTNERSHIP R.E.M.
The development partnership (DP) R.E.M. conceives and tests new ap-proaches to promote equal opportunities for anybody to join the job market in an urban area, „Berliner Mitte“. Despite Mitte’s location di-rectly by the government district, its development has been restricted by various mutually aggravating problems. Amongst these problems are the reduction of jobs in industry; a high number of people receiving benefits and of insufficiently integrated immigrants; lacking infrastructure which hinders companies from settling there; as well as above-average levels of unemployment, particularly amongst under 25s and older people above 55 years old. Women and handicapped people are particularly at risk from unemployment, which is why R.E.M chooses to focus on certain areas and groups of people within the job market.

The MILOS partnership coordinates regional provision of counselling, support, training and job placements for young people and young adults. It is made up of 13 training providers and enterprises in the media and service sectors who have established a network comprising 18 subgroups.
